Mitt Romney sought Wednesday to turn the uproar over his secretly recorded remarks into fuel in his race against President Barack Obama, publishing an op-ed accusing Obama of fostering government dependency.

The column was published in the wake of Obama taking aim at Romney on a TV talk show.

On the "Late Show With David Letterman" on Tuesday night, Obama said, "One of the things I learned as president is you represent the entire country. If you want to be president, you have to work for everyone."

Romney's damage control efforts also include highlighting an opposition research video that shows Obama remarks from 1998. "I think the trick is how do we structure government systems that pool resources and hence facilitate some redistribution, because I actually believe in redistribution, at least at a certain level, to make sure that everybody's got a shot," Obama is heard saying in the video from an event at Loyola University.

The Romney campaign wrote about the remarks in a message Wednesday morning, saying Obama seeks "a government-centered society, where government grows bigger and more active, occupying more of our everyday lives."

Still, the controversy surrounding Romney's surreptitiously recorded remarks showed no signs of abating Wednesday.

They were captured at a May fund-raising event in which Romney told donors that nearly half of Americans back Obama because they rely on government support.

"There are 47% of the people who will vote for the president no matter what," Romney said in a clip first posted online Monday. "There are 47% who are with him, who are dependent on government, who believe that, that they are victims, who believe that government has the responsibility to care for them. Who believe that they are entitled to health care, to food, to housing."

Critics of the remarks included Republicans and other prominent conservative voices, and sparked numerous fact checks.

The clips have gained more attention on Facebook than Romney's speech at the Republican National Convention.

Priorities USA, a pro-Obama super PAC, is using the clips in a new television ad to characterize the GOP presidential nominee as out of touch with Americans' economic struggles. The group said Wednesday the commercial would air in Colorado, Florida, Iowa, Ohio, Virginia and Wisconsin, all battlegrounds that Obama won in the 2008 election and hopes to take again in November.

Romney's running mate, Paul Ryan, at a campaign stop in North Carolina, said Tuesday the leaked comments were "obviously inarticulate" but insisted the point is that people have become too dependent on government under Obama.

It's an argument Romney laid out in his USA Today op-ed.

"Under President Obama, we have a stagnant economy that fosters government dependency. My policies will create a growing economy that fosters upward mobility," he wrote. "Government has a role to play here. Right now, our nation's citizens do need help from government. But it is a very different kind of help than what President Obama wants to provide."

Obama, speaking to Letterman, said he did not know what Romney was referring to in his remarks.

Obama was caught in a secret camera moment in 2008, when he was recorded at a private fund-raiser saying that some voters "cling to their guns and religion." At the time, Republicans quickly pounced on the comment. Now, Ryan uses the quote on the campaign trail.
